Rachel Kahler updates her conflict disclosure

Rachel Kahler, a candidate for Wasatch County Council Seat A, filed an updated conflict of interest form on October 1, 2026. Her January 8, 2026 form said she had no conflict to report. The new form lists three business relationships. All three existed when she first filed.

What changed

  • Executive director, Community Alliance for Main Street (CAMS), a 501(c)(3).
  • Unpaid volunteer board member, Red, White and Blue Festival, also a 501(c)(3).
  • Business manager, 5 in the Hive, LLC. She described it as her childhood home, bought after her parents died, and used as a Wasatch County rental. A certificate of organization filed November 22, 2023 lists her as registered agent at 830 Pinion Circle, Heber City.

What she said

“Today I updated my Wasatch County Conflict of Interest Report to identify three areas of my involvement that have recently come under scrutiny… Transparency matters to me.”

She said the property has housed local families since her parents died in 2020 and 2023. She did not name who raised the scrutiny.

Why the form matters

CAMS, on this site’s candidate page, receives project-based TAP tax grants, Utah Main Street money, state economic-development grants, private sponsorships, and a Heber City contract to run events at Main Street Park. A council member in that job can meet votes on those grants, downtown projects, and contracts with her own organization. The rental company can meet votes on short-term rentals, property tax, landlord rules, and workforce housing.

The county form asks for relationships that could contribute to a conflict, including nonprofit boards and businesses where the person is a manager. It warns that failing to disclose can bring public scrutiny and board action. The form does not, by itself, say she must recuse. Whether she will recuse on TAP grants, downtown deals, or rental rules is not in the filing.

Her Heber City voting record, from before this county race, is on her record page. The Seat A field is on Candidates.
